• Add Zonex.observes_dst?/2, which determines if a zone observes daylight saving time at any point during a calendar year. The dst field on Zonex.Zone is still whether daylight saving time is in effect at a given instant.
• Fix dst and the current metazone names for zones that Tzdata describes with negative DST. For example, Europe/Dublin reported dst: true and "Irish Standard Time" in winter, and now does so in summer, matching CLDR.
